The V-21 is the access highway of the city of Valencia in the north and belongs to the State Road Network of Spain, which is the responsibility of the Ministry of Development. Currently, on the Puzol-Alboraya section there are three lanes in each direction, leaving the Alboraya-Valencia section with two lanes. Originally, it was planned to convert its entire route to three lanes, but after the bankruptcy of the company awarded the project, only the first tranche was completed, leaving the second one to end in a future without specifying.
